Couple answers.

It has to do with shooting a show or film. It’s easier with an open top, allows easier access to seeing all the characters as well, also helps to keep focus on them.

I also have questions about the concrete mix and whether they did cylinder breaks on it. 

When I saw that picture, I thought it was from after it had already collapsed.  That’s just mind-blowing that they thought they could let that slide.
