Did they just have that before they announced the Chat bar and video thingy? It was annoying though and I kept on hating it until they disabled it...

You don't have to pay the $99 for this feature, just download Xcode, follow the instructions above, ignore the warnings and next thing you know you have the multi-touch settings on your iPad. I did this like a week ago on my iPad 1 and it works!
