I think the strongest indication why it won’t work is because it’s an image designed to be shown on the evening news. Which would only work for people who watch the evening news. But yes, Stassa’s point is completely well-taken, and it is vapid image-consciousness, for two basic reasons.

They’re an attempt by a few sympathetic (or strategic) cops to set themselves apart from the overwhelming numbers of cops, sheriffs, Natl guardsmen behaving atrociously. Everyone sees the imagery of the worst police behavior; so some more evolved cops are trying to make a statement in contrast. - or perhaps…
