Saying it runs at 1080/60 is disingenuous though. It doesn’t run at 60 fps. If the frame rate never goes passed 50, the 60 cap is useless. You might as well say it’s at 1080/120. Call of Duty runs at 1080/60. It is almost constantly at 60fps, with few drops. The Last of Us on PS4 runs at 1080/60, again with few drops.…

So, by your logic, if a test is out of 100 and I get a 70, I still scored 100%. That’s not how this works. For instance, I have a cap of 144 fps on my PC. I rarely hit that in certain games. I would never say those games run at 1440/144, I would say they run at 1440/90 or whatever.

Gotcha. I’m in the same boat. The entire PvE portion of the game is basically a horde mode, so ‘meh’ on that. Adding a planet that we’ve already been to in D1, a new hour long raid (barely qualifies as a dungeon in a MMO); it’s just not exciting.
