The most obvious reason is that there are only two VC25’s. There are usually at least three helo’s and sometimes up to five. Not much of a shell game when there’s only two shells.

While the conversational tone seems to have taken a turn, I will say that JohnDiz is correct. It’s only coincidence if both 25’s are in the air at the same time. Without getting too verbose, there’s no need for a decoy nor would it work as a ruse.

Tyler already posted those videos. At least half of it looks like training and/or pilots screwing around over safe territory. The Mi-24 is not a very safe craft to fly low over contested territory in the middle of the day. Plus there is no tactical reason to blow off that many flares when you’re down in slingshot
