I agree. I don’t see this as Hamill saying “Luke wouldn’t do these things” so much as “I wish Luke wasn’t doing these things”. A subtle difference perhaps, but a character’s choices serve the story.

I’m not crazy about what they’ve done with Luke so far or where he seems to be going, but at the same time I think they didn’t have a lot of options with him unless they wanted to tell a completely different story — one where Luke and the Republic were all doing great and we see the seeds of the Sith order reforming.…

The value of getting the plans, the fact that they end up in Leia’s hands, the impact of seeing vader, the fact there aren’t jedi and the impact of chirrut’s blind(haha)faith in some mystic power...it all leans…
