I was under the impression that VW was not providing loaners to concerned people who don’t want to drive their TDI now, not necessarily that they won’t provide loaners while the car is actually being worked on after the fix is developed.

What I’ve heard, which probably is as reliable as anything else you’ve heard, is that the Mom and Pop stations have a VERY powerful lobby in Trenton, and they fear self-serve would kill them.
