Considering the word for “foreigner” in Japanese is literally “outsider” and the strong notion of in-group/out-group in Japan, I think expecting that culture to think about those on the outside ahead of those on the inside to be completely ignorant of Japanese culture.

Yep. Same with Chelsea Market in New York. Was first introduced to it in 2008 when I moved into the building for work and recently started visiting again for a new job now in 2019 and my lord... it is impossible to navigate, filled with slow-moving tourists, and just a general nightmare.
