That would be the preceding 12 years since it took place in the past. Proceeding would refer to things that took place going forward.

Great news. Too bad the progress being made on animal protection is so slow and incremental. If animals were recognized as sentient individuals, then all the various forms of abuse would need to addressed in response to that, rather than this piecemeal approach.
