That’s also not how their school system works. Schools get to set admission requirements, so the 25% that used to be virtually assured of getting into the best schools will now bump down the students who used to get into the very good schools, and so on.

Or a terrible one. The 25% of kids that were removed now go to the terrible school that the other kids were removed from.

I never understand why folks get upset about public schools bringing in a more diverse student body.

While they are a U.S. commonwealth and there are some benefits to that, they are not an equal state and they are not intended to be a United States charity case. When you talk to Puerto Ricans, they do not want to pay federal income tax.

I know this is not going to be a popular opinion but perhaps it isn’t the best idea in the world for people to inhabit an island in the middle of a busy hurricane path then expect to have all of the infrastructure and amenities of places that aren’t subject to the extreme forces of nature.

Because independent Caribbean nations struggle to exist without some other government propping them up? 

Well my first guess is they’d want help updating their infrastructure.

Actually the citizens have to vote to become a state. That has failed every year it has been brought up. If that ever happens, it will take a long time to fix the broken infrastructure
