Not really. They will quote you a higher price than what they expect to get, knowing that you will negotiate the price down. Sometimes they get lucky and get more from the consumer than they expected. I doubt they regularly sell cars below what their ‘expected price,’ so this strategy just rips off a lot of consumers.
