possibly - but if you google image search ‘<celebrity name> fakes’ you’ll get a ton of images...but I’ve never heard of anyone being prosecuted for this - or even getting the images removed from a site etc...

there are already restrictions on using someone’s likeness - you can’t use a picture of a movie star in an add for your product etc
all of this will have to be tested in a court...it’s going to be very messy

banning the software - can’t be done - setting aside the impracticability of banning software (see current DRM cracking software) - as there are a whole range of applications/libraries that /could/ be used for these purposes (openCV, tensorflow etc).
