Linked below is a less biased take on the IFO study. I don’t think the carbon emissions of electric vehicles vs conventional is as cut and dry of an issue as it is made out to be. A lot seems to depend on what energy mix is used to produce the electricity for the electric cars and how efficient the electric cars are.

It would not be enforceable (at least in a US court). Anything inserted into these “standard” contracts that is unexpected or that a reasonable person wouldn’t expect to be in there is unenforceable.

Using your numbers, a 10% cut to military spending saves $58.4 billion, while a 1% cut to healthcare saves $10 billion (as Social Security is about $800 billion).
