It’s the most likely thing. If it was something more serious there probably would have been other signs, but in the footage he seemed fine otherwise.
The occasion for the speech and its contents are entirely besides the point. The point is that he was slurring and it makes it look like there’s something up with him health-wise.

At the Subway I used to go to near my old work, it was always the same guy, no matter what time I went, and he was always on his own apart from a couple hours around lunchtime when he’d sometimes have one other person. Poor dude looked very tired and unhappy.
