See I don’t know if it is a setup for a character. The Doctor, from what we know, was an orphan and felt like an outcast so he ran away in his shiny box. In her mind she’s still that outcast orphan.

I wish “introduction” episodes were not so iffy, but I guess that’s almost an unofficial tradition. It often takes about 3 episodes for the series to get it’s feet under itself. The only one who came out almost just right was Tennant - and the stories were not great.
