It’s probably an effective way to make sure there’s no one left internally to stop or report their abuse. If you’re not one of the abusers you get bullied into submission or out of your job.

I left the Academy shortly before my third year after I was assaulted aboard a ship and the school refused to investigate my allegations. I remember standing in front of one of the administrators pleading them to at least never send another woman to that ship. They wouldn’t even do that much.

It’s also a great way of stripping newcomers of any feeling of power in their situation. So then when the instigators are abusing travellers, the newcomers at the very least won’t speak up. Or at the worst will join in to regain some feeling of power.

This sounds less like ignoring it and more like making a decision to not seek treatment due to the financial burden placed on his family.

I personally know about a guy who didn’t have insurance because my stupid state didn’t expand Medicaid. He ignored the signs of being pretty sick because his only option was the ER and he’d already been there a lot recently and couldn’t afford it.
