I guess the point I was trying to touch on was that Abed merely uses the pre-existing in-game rules to create resources to use to help his friends. Whereas Gilbert simply brings up a cheat menu to give himself god-like powers to only benefit himself. It basically boils down to altruism vs. win-at-all-costs selfishness.
