Because of her natural disposition and character. She seems naturally stiff and hostile. If you go back to the episode she met Allison for the first time, she couldn't even bring it upon herself to be civil without giving off a tense vibe and distaste for Allison. It says a lot about her. I've come to a conclusion…

I think it's just poorly done casting for the character. In this episode, I kept wondering why Joanie looks like she could pass for Mexican or a latina of some sort, yet her parents are clearly not.

What I said can be understood in a couple of ways. Besides that.. I don't think Cole ever really got over Allison. Their connection is too deep. I think everyone on the show is just looking for peace… but if Luisa carries on like this…. well….. let's see init!
