Nope I can confirm it happens, my sister was in the hospital getting checked in for her scheduled C-section and my brother in law got the vaccine since they had some and was set to expire and asked him if he was willing to get it to make sure it didn’t go to waste. It does happen. 

Not sure what is the issue here, there’s an actual “No waste” policy for the vaccine. Nothing immoral about it.
