Indeed, it's right there in the article - they offered one black actor but he (I'm assuming it was a he) turned them down. Neal Gaiman's already even said so publicly a couple years ago.

I can see this idea wouldn't have let the show run for as long as it has, which would have been a real crime, but I can also see they could have brought in some sorely-needed Lovecraftian influence to network television and called it The Rats In Bob's Walls.
