High beams in europe should Only be used when no other cars are around as they are very blinding. If you forget to turn them off they will flash at you. You can also drive without them but not at high speed.

In europe if your car has LED lights, automatic lights come as standard, maybe that’s the problem, they should make automatic lights mandatory, so that most people just leave it on auto and forget about it.
