Why don’t the makers of large strategy games all simply understand by now that modding is the key to infinite replayability, and thus infinite purchases?

In the manga, the majority of the Gym Leaders are members of Team Rocket, which lead me to believe that Team Rocket is essentially the governing force of Jhoto and Kanto.
