Most (maybe all) modern cars won’t run the fuel pump if the engine isn’t turning, except for a few seconds initially to build pressure. This is a safety feature to prevent fuel from actively pumping after a wreck. So if you run out of gas, the engine will stop running, and the fuel pump will, too.
