Not sure if this is what you're getting at, but the developer is far from faceless. In fact United Front is far from it. This game had a very bumpy history, starting out as its own IP, being scooped up by Activision and pushed around (later to be dropped) and then saved by Square.
The Dokdo problem is far more deep rooted than the literal geography... Take it from my personal experience, you do NOT want to generalize the situation to either party.
DLC comes down to budget... Rockstar and Bethesda can afford to invest in large scale add ons mid-development because they get bonkers pre-sales. I think its no secret that this game's budget was stretched paper-thin.
I feel like its one of those games that has its faults, but if you love the subject matter (I do,) you love the setting (I also do,) and you love toy-like open world games (I think you can guess my opinion here,) its a really, really great game. I know I'm going to end up playing it just for kicks 2, 3 years from now.

The voice actor for Wei, he's Korean-American, correct? Does he speak Cantonese (as Wei), if so did he speak this before joining the project or was he trained specifically for Sleeping Dogs?
