You speak in the abstract, but these companies are acting out of experience. If Apple thought they could hire the amount of engineers they needed with the sort of flexibility that they could in China, they'd move in a heartbeat. Apple's strategy isn't to punish the U.S.

This is for future devices, so it's also worth noting that, as is Apple's want, their future iOS devices probably won't be able to fit in that dock anyway, since they change the form-factor so often.
