I read today that Cosworth has a (now few-year-old) design for a turbo-hybrid to F1-spec, but no budget to implement it. So while some may be able to get in, I generally agree that it is likely the tech regs are leaving a number of engine suppliers on the sideline.
This is objectively untrue. There have been dozens of constructors world champions that were not ‘in-house’, the most recent being Red Bull. This is more likely true of being a works team as the team would be the primary focus for engine development, but partnerships work just fine.
I don’t know that there is a definitive answer, except that it is hard and expensive to build these engines. They are vastly different in packaging and components than the McLaren street car engines. Plus, Honda brought a bunch of money with them.
Red Bull is in the same boat. While I like the hybrid system (I know I am in the minority), I am sort of hoping for a return to a simpler PU so that more suppliers can get involved. As a RB fan, I hope that happens so that they can regain their competitiveness.
Was at the race this past weekend. There were shout-outs to Stroll over the PA every chance possible and the Canadians in my grandstand really seemed to be rooting for him. So, I’d say, yes, he is getting genuine Canadian support. It helps that he didn’t crash out this time, too.
I was at the race so I missed everything but what happened at turns 6 or 7and have yet to watch the replay. But, my impression is that all of this FI talk is moot: Vettel got them both and with a few more laps, would have gotten Ricciardo too.
