Not sure how this is not a defensible assumption. It’s an assumption made on how things are, by code, determined. Yellow light times are determined based on stopping sight distances calculated on posted speed limits.
I was not aware there were so many places where the lights were illegally changed. FHWA minimum is 3 seconds, I believe, so its surprising to me that so many places can get way with it. But i am an engineer so I pretty much only deal with how things are ‘supposed’ to be.

Yellow lights are typically timed to allow enough time to slow down safely from the posted speed limit. If you are running into ‘too-short yellow lights’, you are probably going too fast.
No shame: I do not think that’s actually a rule.
