He did but he didn't hit anyone and he wasn't trying to. The kid may have hit someone if he was left unchecked and people continued to stay in the park. The probability of the kid hitting someone is much lower than the probability of the truck hitting the car at a different angle and putting the bumper into the cabin.

His goal was to cause a crash. Frankly that's a more aggressive goal than what the kid's was, its not like kid was trying to hit people.
