How does cheating on someone remove the person’s ability to control how their body is used?

I haven’t played against or with him yet, but is there any hero that still has any shot in 1v1 against bastion? I mean if it necessarily takes 2 hero to counter 1, that kinda seems like an obvious balance issue no?
