Your example is faulty. No-one would argue that the entire city should be arrested. However if ten guys from your city committed similar crimes, where should we turn our attention to? your city, or the city next to it?

Words are helpful. Was this just a bombing by two lone individuals or was it an Islamist terrorist attack? There are implications one way or the other.
