Um....no, he never once said it was done. He said there was a lot of footage out there but the effects weren’t finished and some scenes were never shot. He’s been pretty consistent with those claims.

This arc is a good idea for a variety of reasons, but that last episode was the definition of filler.  They escaped, ran around a bit, then got recaptured and put back in the exact same cell.  The only relevant event was a 30 second tease of Mandalorians being on the planet.
