Scottsdale PD has been doing this successfully for along time now.

I worked with a lot of Elite security when I worked at the Del Mar Racetrack and Fairgrounds. They absolutely have no standards for hiring, pretty much have the “warm bodies” approach, as long as you’re breathing and are pumping blood thats good enough for them.
