Seeing as this isn't even an explored method yet, there are no 3D printers engineered to handle this kind of production. You could also print multiple beams at a time. To be quite frank, you are pulling figures out of your ass. Where did you get your figures for speed/precision? Which 3D printer type were these

I don't see why this would take any longer than producing a steel beam. The trial-and-error part of the process could be handled with computer simulations or real world simulations ahead of time before the beams are needed.

The cellular issue can be resolved with an air card. I know it isn't as elegant as being built-in, but it suits my company's needs. I feel like we have reached a point where battery life is at least 6 hours of actual use. Again, that would be sufficient for my company as no one will be using this for a straight 8

It isn't always necessary, but you won't know until the virus comes back that you should have ran more scans. Might as well be safe and assume that is is necessary. Especially with the nasty viruses I have seen recently. They dig themselves so deep into your system.
