Alot of H-1Bs do work through agencies. And anyway, almost every US state is an at-will state, meaning that anyone anywhere can be fired in an instant. I agree with you - the H-1B holders in the tech industry are not victims by any means. Probably their artificially low wages do depress the wages of US citizen workers. It's a system in which the people that benefit the most are the owners of the consulting firms.

I think the consultant agencies are probably the worst culprits. And they never even try to hire US citizen workers. The workplace is generally exploitative though, whether or not you are a foreign professional. H-1Bs are getting a lot out of the deal.
