I am pretty sure that is paid attendance not people through the gates. And the reason it was higher in 2017 was that was the week they played Pittsburgh. It was actually just a shade lower than when they hosted Pittsburgh in week 9 of 2016.

Of course you know best and I should take your word that the protests have nothing to do with lower attendance in Baltimore over that of the Ravens’ fans who have season tickets and have heard the complaints and have seen the open seats pop up in their section after the protests started. There is definitely some truth to that when it comes to TV ratings, but less so when it comes to season ticket holders not showing up for games that they paid for. It will be interesting to see what the last two Ravens home games look like with them fighting for a playoff spot.
