Flashers while raining make me unreasonably angry. Hazard lights are for when your car is broken and not moving, or moving a significantly less than the speed of traffic. If it’s raining heavily, everyone is driving slow, so you aren’t below the speed of traffic.

Even worse is parking lights in the rain. They care enough to do something, but specifically do it wrong.

It’s illegal to drive with just your parking lights on.

That or constantly ride the pedal. Seen a few people driving at highway speed brake lights on but no change in the speed their traveling.

Lights off when it’s raining. Even if the visibility doesn’t 100% necessitate it, if someone doesn’t abide by the “wipers on, lights on” rule they’re most likely a bad driver.
