The grass thing I guess could make a home for rats and it is not what you want to look at when sitting in your nice back yard having a BBQ. And as for putting on an addition, the houses are generally close enough that it might block light or, in some neighborhoods, block views of our kickass skyline.
City of Chicago. They had to come cut my neighbor's over foot tall grass (weed patch). According to the precinct captain (who needed permission from his neighbors to put an addition on his house, fances are no big deal) he is fined $1,000. And if he doesn't pay it is deducted from his taxes.
