The district attorney signed off on the investigation because he trusted his ADA without verifying. The Indiana judge signed off on the warrant because he trusted his local sheriff without verifying.
It’s pretty much like that dealing with most businesses. Like if you owe THEM money they want that shit last week, but if they owe YOU money you should be fine waiting 6 to 9 months to get it.
Nobody said anything about the cyclist getting a pass. The other guy being at fault doesn’t give you the right to hit-and-run.
