The US government can’t afford to let California go anywhere. They are one of just 14 states that can pay their own bills while contributing an excess to the Federal government. While they do not have the best debit credit ratio of those 14 states, their cash contribution is the largest.

If staying to the right except to pass was properly taught and enforced, then yes, passing on the right would be totally unacceptable.
