Why not just force drivers to take an infield road course section (where it is available) at points during the race. Like they do at RallyCross events where the drivers have to take a jump at some point in the race. Makes just as much sense but it would require more planning and setup for the cars/teams.

It would seem to me that the neighboring nations to whom this is the greatest threat could form an aliance with the US and construct an island base that has multi-national ties. I understand it’s not just that simple but it does seem like plausible idea.
