My comment was purely to highlight the difference between helmets and seatbelts. Without a helmet you are no more of a danger to anyone else. Your example might apply in a code black situation but that’s a bit of a stretch in my mind. Some hospitals have this problem a lot but I am not sure how common it is overall.

The difference is that an unbelted person in a vehicle becomes a projectile to every other person in the vehicle during a crash.
