Thinking about it, how close to Japan does a missile have to land before it’s considered flat out an attack on Japan? Is it a case of any missile that lands in the Exclusive economic zone is considered an attack, or is it much closer in (as in, until it hits land)?

I’d say you need both quantitative and qualitative analysis in order for a place to actually do well. You have the right numbers and check them regularly but you also regularly analyse how those number actually perform.
