It is a hidden folder so you have to have the show hidden folders and files checked in the folder options

II believe this has to do with when you shut your computer down in Windows 10 it doesn’t really shut down it just goes into some extreme hibernate you can change that in the settings to make your computer actually shut down if I’m understanding the problem that you’re talking about correctly
