I think you're misinterpreting the "radiant AI" feature. I've never seen it stated by Bethesda that they've mostly done away with scripted side-quests Doing so would ruin the game because some of the side-quests in Morrowind and Oblivion were richer than the actual story.

Personally I think that the Bethesda games do a great job, especially Oblivion. Rain, clouds, the sky in general, all awesomesauce.

What makes you think there's no sidequests? That's a little silly.

Word, without going through Oblivion Gates, there is no real point to that game- Morrowind is superior if you don't go to the other realm.
