I mean, Indianapolis HAS an infield course, they race it every year at the Grand Prix of Indianapolis, and will do so again this year at the Harvest Grand Prix. The Indy 500 is on the oval, and only on the oval.. The series has 2/3rds of the schedule on road courses. What are you complaining about?

That was pretty much every single racing series until racing became too expensive in the 90's to allow freedom.
