Well... yes. I’ve lived over 7 years in Montreal. This is common. My FIRST DAY in montreal, in december 2007, 30 inches of snow fell in 6 or 7 hours. and similar snowstorms occured every year... Sometimes twice a year. I don’t recall the city being blocked. On average it snows 3 to 4 times more in Montreal than NYC

Montreal gets 4100km of road, 6550km of sidewalk and 200km of freeway. Montreal, on average, also gets a worse weather than NYC... Roads don’t shut down and you don’t see article about “snow-calypse” EVERY SINGLE YEAR.
