In some parts of the US it is very difficult to find house not under an HOA. They are endemic in Florida, less common in Oregon unless you have a shared amenity like a community pool. I had a pickup on jacks in my driveway for a month, and nobody cared. 

How did these become so ubiquitous in the States.

We have strata boards in condos and planned communities. But regular residential neighbourhoods are free-hold lots. I literally

My mother-in-law had to deal with crap like this when her pregnancies ran into problems, where she wasn’t allowed to make decisions and they had to get her husband to decide things, even though she was perfectly alert and competent, and an entire damn hospital kicked her out forcing her to go to a whole different town
