I think that "Flash from the 90s" bit was just an in-joke for fans. At this point, I don't believe the show's producers are putting very much thought into what they're doing. I would be happy to be wrong if the iron mask comes off and John Wesley Shipp is under it.

They need to paid on $1 million features too. According to IMDb, BLUE RUIN's budget was just over $1 million, and that has location shooting, stunts, bloody costumes, etc. Why would it cost half as much to film people sitting in a bar and talking?
