I would question how the state is served by this prosecution. If someone commits murder, there is a state interest in locking that person up to protect the rest of the citizenry.

I don’t think it’s fair to use the incident with the dog as some kind of anti-driverless vehicle propaganda. While sad (which is what makes it attention grabbing) I’m sure we could find lots of incidents of human operated vehicles running over pets who dart into the road.
