@☆Giroro G66☆: Except that you can't compare. The 3DS doesn't not have to run an OS in the sense a smart phone does, and it's processors come with very specific instruction sets for what it does.

What people don't realize is that Intel and it's competitors for years have been shipping chips with features disabled. So isn't actually good to allow them to unlock the features for a small price (less than the price of being a laptop with an already better processor.)
